Two committee members (Dmitri and Yuntao) did not submit ballots, which is why we have only 7 votes rather than 9 for the items. In addition, Phil and Chris submitted their ballots before the minutes were distributed, so they did not vote on that item.

The minutes do require one modification: the minor in Paleontology should be listed as a new program, not as a modification. If an item receives 80% of the vote it is considered to have passed, meaning all items on the ballot are considered to have passed.
